Creation of a Municipal “A-Team”


MRB / Gray founders Ryan Colvin, P.E., and James Oberst, P.E., LEED CP, established the firm to answer the need for municipal and infrastructure engineering support in the greater Austin area with specialized talent and capability.  


Their concept: to build a municipal “A-Team”, providing community leaders with expert solutions to today’s municipal challenges.  


























Ryan Colvin, P.E., is a recognized leader in civil engineering.  

As President of MRB Group, he not only drives an energetic and successful full service firm, but also maintains all of his personally developed client relationships, some of which have spanned decades.  

He is regarded as trusted counsel to many communities.  His years of direct involvement in strategic planning for municipal operations gives him unique insight into executable and practical approaches – that are proven to work.

David Gray, P.E., has been working with project owners, city and county review staff, elected officials, neighborhood associations and municipal utility districts for more than three decades.  

As President of Gray Engineering, he is regarded as a leader in project due diligence, design, permit processing and construction oversight.  

His career experience working within the Texas Commission on Environmental Quality in the Water District section provides a unique and valuable perspective to utility districts.  

Will Wheeler, P.E., is a well-respected professional with more than thirty years of experience as a land development, transportation and environmental infrastructure strategist.

Currently Vice President of Gray Engineering, he is a skilled communicator with business acumen, assisting many prominent Central Texas developers with site acquisition, entitlement, pre-development and portfolio management processes.

Also a founding Board Member of the Downtown Austin Transportation Management Association (Austin Movability), is a Board Member of The Hill Country Conservancy, and an active member in a variety of professional organizations.

James Oberst, P.E., LEED AP, is a "hands-on" manager, currently providing oversight on municipal projects while serving as Vice President and COO of MRB Group.  His strategic analysis and fiscal acuity combines with vast experience in municipal engineering, planning and regulatory review processes.

An expert in water and wastewater system evaluation, design, rehabilitation and expansion, his LEED AP accreditation provides client communities with opportunities to incorporate Smart Growth principles and implement sustainable practices in both the design and long-term operations of municipal infrastructure.
