Solar Development Policy Guidance and Mapping – Tioga County
DESCRIPTION
Like many areas across New York State, Tioga County has seen increasing interest from solar developers. The County and a number of its towns were in need of guidance on best practices and policies for municipalities reviewing proposed large-scale or community distribution solar projects in their communities. MRB Group was engaged by Tioga County to conduct research on trends in the industry and provide guidance and recommendations on various topics related to solar development and battery storage, including siting criteria, PILOT agreements, decommissioning costs and considerations, operation and maintenance agreements, and the current state of agrivoltaics.
MRB Group provided Tioga County with a Solar Development Plan that can be shared with towns throughout the county. This plan and it associated resources will aid towns in establishing local laws and ordinances that address their communities’ priorities, negotiating PILOT agreements, and establishing sound standards for the ongoing agreements that define accountability for solar developers and operators. Furthermore, MRB provided GIS services to map areas of the county that are the most likely to see continued interest in solar development based on infrastructure and geographic conditions.
