Supportive Housing Feasibility Analysis – Livingston County
DESCRIPTION
Following MRB Group’s completion of a comprehensive Housing Market Analysis for Livingston County, NY, the County engaged MRB Group to begin implementing a follow-on project to create up to 34 units supportive transitional housing.
Building on the recommendations of the earlier study, Livingston County sought ways to more cost effectively meet the housing needs of homeless individuals. The County faces high costs in providing emergency housing through use of area motels, and a shortage of permanent low-cost housing results in long, costly stays in these arrangements.
Livingston County therefore engaged MRB Group to examine whether, by acquiring and making use of two motel properties in the Town of Avon, the County could redevelop and operate these facilities to increase the supply of permanent, supportive housing for individuals. In December 2021, MRB Group provided Livingston County with a high-level assessment of these possibilities in relation to available funding programs. Following that, MRB Group was again engaged by Livingston County to continue its analysis by performing a financial feasibility analysis of the redevelopment project.
In order to formulate credible assumptions to inform the feasibility analysis, MRB Group conducted multiple discussions with key personnel from the Livingston County Planning Department, the Livingston County Department of Social Services, the Livingston County Land Bank, Catholic Charities Steuben/Livingston, and multiple state agencies with relevant grant programs. MRB Group estimated costs and revenue, developed a pro forma analysis, and compared potential outlays with the current costs the County faces in housing homeless individuals. MRB Group found that the project was financially feasible, laid out a preliminary framework for the development and operations of the property, and recommended next steps for pre-development and grant funding.
